PRODA Registration Without a Medicare Card or Australian Driver’s Licence: A Practical Guide for Newly Arrived GPs

For many overseas-trained doctors, the ideal combination includes a foreign passport with activated Australian visa, an Australian driver’s licence, and a Medicare card.


But what happens if you have just landed and do not yet have a Medicare card or an Australian driver’s licence?


This follow-up article answers that exact question. It explains alternative identity options, the Manual Identity Verification (MIV) pathway, realistic timeframes, and the practical steps you should take so you can begin billing and prescribing as soon as possible.


Can You Still Proceed to PRODA Registration Without a Medicare Card or Driver’s Licence?


Yes. PRODA accepts several combinations of government-issued identity documents for online verification. According to Services Australia, acceptable documents include:


  • Foreign passport supported by a valid Australian visa  

  • ImmiCard (if you have been issued one)  

  • Australian passport (if applicable)  

  • Australian birth certificate, citizenship certificate, or certificate of registration by descent (where relevant)


You generally need three different accepted documents whose details match exactly. In some cases, newly arrived doctors can complete online verification using a combination that includes their foreign passport + Australian visa and other available documents.


However, many recent arrivals find that the automated Document Verification Service (DVS) still cannot complete the check because they lack sufficient Australian-issued photo ID or a Medicare card. When online verification fails, the recommended next step is Manual Identity Verification.


The Manual Identity Verification (MIV) Pathway


Services Australia provides a specific form for this situation: the Manual Identity Verification for Provider Digital Access form (HW080).


This form allows a broader range of certified identity documents to be submitted for manual review when the online process cannot confirm your identity.


Important notes from Services Australia:


  • The form is used when you could not verify your identity online or when your name has changed.

  • Digital credentials (e.g., digital Medicare card screenshots) and certain extracts or expired documents are not accepted.

  • All supporting documents must be certified as required on the form.


Recommended Steps for Newly Arrived GPs


1. Check what documents you already have


  • Foreign passport with activated Australian visa  

  • ImmiCard (if applicable)  

  • Any other Australian identity documents you may already hold  

  • Proof of name consistency across all documents


2. Attempt online registration first


Go to the official PRODA registration page and try the identity document option. If the system rejects the combination after the allowed attempts, proceed to the manual pathway.


3. Complete the Manual Identity Verification (MIV) form


Download the current HW080 form from the Services Australia website. Fill it in carefully, attach the required certified copies of your identity documents, and submit according to the instructions on the form (usually by email or post).


4. Contact the PRODA Helpdesk early



Ask them to confirm the most suitable document combination for your situation and current expected processing times. This step is especially valuable if you are due to start work soon.


How Long Does PRODA Identity Verification Take?


  • Online verification (when accepted documents match successfully): Usually immediate. Your PRODA account is typically created as soon as the checks pass.

  • Manual Identity Verification (MIV): Processing can take several business days to a few weeks. Many applicants receive an outcome within 1–2 weeks, but timelines vary depending on application volume and whether additional information is requested. Submit your documents as early as possible and follow up with the Helpdesk to set realistic expectations.


Practical Tips to Avoid Delays


  • Ensure names, dates of birth, and other details match exactly across all documents.  

  • Use certified copies where required.  

  • Keep digital and hard copies of everything you submit.  

  • Start the process as soon as your visa is activated and you have a local address.  

  • Do not wait until your first clinic day — practices expect you to be able to access HPOS and electronic prescribing relatively quickly.
